1. On or before October 1st annually, each officer, board and commission 
shall file with the Department of City Planning a schedule describing 
all capital improvement projects proposed for inclusion in the budget 
for the ensuing fiscal year, as well as those contemplated for the 
five succeeding years (Charter Sec. 6.202). 

2. On or before January 15th , the Capital Improvement Advisory Committee 
shall submit to the Mayor and Board of Supervisors a report on the 
maintenance and repair, reconstruction and replacement, and capital

estimate of revenues, and estimate of amounts required to meet bond 
interest and fixed charges, together with a budget message (Charter 
Sec. 6.203, Admin. Code Sec. 3.1, 3.17). 

10. Within five days following receipt of the proposed budget by the Board 
of Supervisors, the Controller shall submit to the Board a brief and 
simple summary of its contents in a form prescribed by the Controller 
and designed to aid the residents of the City and County in under- 
standing and evaluating the need for, purposes, unit costs, intended

prepare and submit to the Mayor, Board of Supervisors, Controller and 
each officer, board or commission concerned, a report recommending a 
program of capital improvements based on the projects submitted (Charter 
Sec. 6.202). 

Prior to March 1st , the budget estimate for each office shall be filed 
by the head of the department with, and shall be acted upon by, the 
officer, board or commission in charge (Charter Sec. 6.200, Admin. Code 
Sec. 3.17). 

Not later than March 1st , two copies of the budget estimate shall be 
filed with the Controller (Charter Sec. 6.200, Admin. Code Sec. 3.17). 

Not later than April 1st , administrative provisions of Annual Salary 
Ordinance must be received by the Board of Supervisors from the Civil 
Service Commission. Upon transmission they are automatically referred 
to the Finance Committee (Admin. Code Sec. 3.2). 

Not later than April 15th , the Controller shall consolidate the budget 
estimates and transmit to the Mayor, together with a summary and 
recapitulation (Charter Sec. 6.200, Admin. Code Sec. 3.17). 

Mayor shall hold such public hearings as are deemed necessary. Mayor 
may increase, decrease or reject any item except that the Mayor cannot

1. At the same time that she submits the budget, i.e., not later than 

June 1st , the Mayor shall submit to the Board of Supervisors a draft 
of the Interim Annual Appropriation Ordinance, which, upon submission, 
shall be deemed to have been regularly introduced and shall be 
published as required for ordinances (Charter Sec. 6.204). 

L2. Upon receipt of the budget, Interim Annual Appropriation Ordinance, 
etc., the Clerk shall transmit them to the Finance Committee (Admin. 
Code' Sec. 3.3). 

L3. Not later than June 15th , the Finance Committee must return the pro- 
posed Interim Annual Appropriation Ordinance and Interim Salary Ordinance 
to the Board of Supervisors, with its report thereon (Admin. Code Sec. 
3.1 and 3.2). 

Not later than June 30, the Board of Supervisors shall enact an 
Interim Annual Appropriation Ordinance and Interim Annual Salary 
Ordinance (Charter Sec. 6.205; Admin. Code Sec, 3.1 and 3.2). 

14. The Board of Supervisors shall fix the date or dates, which shall be 
not less than 10 days after receipt from the Mayor and not later than 
July 21st (Admin. Code Sec. 3.5), for public hearing on the proposed 
budget and Annual Appropriation Ordinance. 

15. a. The Board of Supervisors may decrease or reject any item, but shall 

not increase any amount or add any new item for personal services, 
materials, supplies or contractual services unless requested in 
writing to do so by the Mayor on the recommendation of the Chief 
Administrative Officer, board, commission or elective officer in 
charge of the department (Charter Sec. 6.205). 

b. The Board of Supervisors may increase or insert appropriations for 
capital expenditures and public improvements, but only after referral 
to and report thereon from the City Planning Commission (Charter 
Sec. 6.205). 

c. The Board of Supervisors may, by a two-thirds vote of all members 
thereof, shorten, extend or otherwise modify the times fixed in 
Charter Sees. 6.200, 6.202, 6.203, 6.205, or 6.206, for the per- 
formance of any act by any officer, board or commission (Charter 
Sec. 6.205). 

6. Not earlier than July 15th , the Board of Supervisors shall meet for 
consideration of the proposed budget and Annual Appropriation Ordinance 
(Admin. Code Sec. 3.5). 

7. Not earlier than July 15th (Charter Sec. 6.205), and not later than 
July 21st , the Board of Supervisors shall adopt the proposed budget. 
(Charter Sec. 6.205 specifies adoption of the budget not later than 

August 1st, but the July 21st deadline is necessitated by requirements 
for two passages and publications of summaries of the Annual Appro- 
priation Ordinance and Annual Salary Ordinance prior to August 1st.) 

A 2/3 vote is required to approve a utility's budget estimate which 
exceeds its estimated revenue, and to appropriate funds for the 
deficiency (Charter Sec. 6.205), and the same vote (2/3) is required 
for adoption of the Annual Budget of the City and County if it contains 
such a deficit utility budget. 

8. On or before July 26th , the Board of Supervisors shall pass for second 
reading the Annual Appropriation Ordinance and Annual Salary Ordinance 
(Admin. Code Seco 3.5). 

9. On or before August 1, the Board of Supervisors shall finally pass the 
Annual Appropriation Ordinance and Annual Salary Ordinance (Charter 
Seco 6.205; Admin. Code Sec. 3„5).

20. Within 10 days after receipt of the Annual Appropriation Ordinance 
from the Clerk, the Mayor may veto any item in whole or in part, 
except items for bond interest and redemption and other fixed charges 
(Charter Sec. 6.206), 

21. Not later than August 20th , the Board of Supervisors shall act on the 
Mayor's veto (Charter Sec. 6.206).
